What is affordable (or reduced rent) housing?

What is affordable housing, and how is it different to social, public or community housing?

Social (or community or public) housing is government subsidised rental housing for people with the highest housing need, with rent generally linked to household income.

Affordable housing (which Indi markets as ‘reduced rent’ housing) at Indi is different. In apartments are privately owned and professionally managed – the same building, same quality, same amenities as every other Indi apartment – offered to low-to-moderate income households at a genuine discount to market rent.

Indi Sydney and Indi Southbank are a mix of both reduced rent and market-rent apartments, because both play a part in giving people housing choice.  

Are these apartments different from the other apartments at Indi?

Reduced rent apartments are the same quality and style as other Indi apartments within the building, with residents enjoying access to the same amenities, services and community experiences. 

Because the reduced rent apartments at Indi Sydney and Indi Southbank are offered under government legislation – and at Indi Southbank, local planning permits as well – a different application and eligibility process applies.

How are Indi’s reduced rents set?

Affordable rents (Indi’s reduced rents) are set at a genuine discount to market rent. You can find out more in the finer details

Who is Essence Homes?

Essence Homes manages the leasing process for the reduced rent apartments at Indi Sydney and Indi Southbank – they’re your point of contact for enquiries, applications and guidance through the process.

Who is Blue CHP?

Blue CHP is a registered community housing provider appointed by the building owner to identify eligible applicants for affordable housing (Indi’s reduced rent housing) in accordance with the required legislation.

Eligibility is based on government requirements and the specific reduced rent program at your Indi community – applied consistently to every application, including income thresholds and supporting documents.

To be eligible for a reduced rent apartment:

  • You (or the primary applicant) must be at least 18 years of age.

  • All household members must hold an eligible residency status.

  • The apartment must be your principal place of residence.

  • All adult household members must have a stable rental history, or if you're a new renter, good character references.

  • You must not own residential or commercial property.

  • Your household must meet the income threshold/s for your household size and location.

Can I apply if I'm on a temporary visa?

Some visa types are eligible and others aren’t. The primary applicant must be an Australian citizen or Australian Permanent Resident; or hold appropriate residency status (including NZ citizens who arrived in Australia before 27 February 2001, and holders of a Temporary Protection Visa Subclass 785 XA or XC).

  3. We'll let you know if you're eligible and confirm the apartment options available to you.

  4. Visit your allocated apartment and learn more about the community and amenities.

Residency status and eligibility criteria
Before you apply for a reduced rent apartment at Indi Sydney, here is what you need to know:
  • You (or the primary applicant) must be at least 18 years of age.
  • The primary applicant must hold appropriate residency status. This includes holding Australian citizenship or being an Australian Permanent Resident (including NZ citizens who arrived in Australia before 27 February 2001, and holders of a Temporary Protection Visa Subclass 785 XA or XC).

Income thresholds

Eligibility for a reduced rent apartment at Indi Sydney is assessed using the taxable income information provided as part of your application.

Your taxable income is the income shown on each applicant's most recent Australian Taxation Office (ATO) Notice of Assessment. To be eligible, you/your household must meet the income thresholds required under the Income Tax Assessment (Build to Rent Developments) Determination 2024 as amended from time to time.

Income thresholds vary depending on:

  • The number of adults living in the apartment.
  • Whether there are dependent children in the household.

To be eligible, your household must meet the applicable taxable household income thresholds below.

Income limits are based on Average Annual Earnings published by the Australian Bureau of Statistics (ABS) and are updated periodically in accordance with legislative requirements.

Income thresholds

Eligibility for a reduced rent apartment is assessed using household income information provided as part of your application. Because reduced rent apartments at Indi Southbank are governed by both government legislation and local planning permits, two (2) income calculations are used:

  • Household taxable income is the income shown on each applicant's most recent Australian Taxation Office Notice of Assessment.
  • Household income is calculated using your last three (3) payslips. It includes the income shown on each applicant's most recent Notice of Assessment from the Australian Taxation Office, plus any capital gains and childcare support received.

As part of your application, you'll be asked to provide information that allows both calculations to be completed. To be eligible, your household must meet the applicable income thresholds required under:

  • The Income Tax Assessment (Build to Rent Developments) Determination 2024 as amended from time to time; and
  • The affordable housing requirements set out in the Indi Southbank planning permit and the Planning and Environment Act 1987 (VIC).
